They aren't thermal pads, they are just there to stabilize the heatsink so that it doesnt rock as much which decreases the chance the heatsink will crush the core. The Pal3065 is the same heatsink I got and it was very easy to get on. All I needed was a small flat head screwdriver to apply pressure on the clip. I applied a thin layer of artic silver on the core, if you have any heatsink grease you should do the same. I am running at 1ghz and my temps peak at about 45c so if yours gets hotter at a lower speed you know your heatsink is not making proper contact. Hope my advice helps
