Taskbar Problems

I have "Taskbar Always on Top" check off in the taskbar properties yet it doesnt work correctly. Program windows still get on top of the taskbar, they overlap the taskbar just by a little bit all the way across the top of the taskbar. When i click on the taskbar it comes to the front again, yet when i click on the program it takes the front. Also, when i click on the "Show Desktop" icon in the quick launch tray it minimizes all windows, and makes the taskbar completely disappear. Any help would be greatly appreciated.

make sure the taskbar is locked, and auto hie is not selected

Autohide is not checked, how do you lock the taskbar? I am running Win98 SE btw.
