Task Scheduler Problem

Since few days, I am having a weird problem with Windows 2003 Task Scheduler. Some tasks would run and some wouldn't. Before I started writing here, I was checking if I could recreate the problem -

I created one task to run calc.exe scheduled for Daily run. Then I set Start Time to start the task next minute. Task ran at scheduled time; I increased Start Time by 1 minute (or 2 minutes); this time task wouldn't start at all; third time it would start again. Very weird. It works every alternate instance I change time.
