Task manager memory use reporting (Win10)

I have a Windows 10 system with 16GB Ram.

Firefox is reported as using 1GB.
If you switch to reporting percentages, Firefox is using 12.5%.
1GB is not 12.5% or 16GB.

What is causing the factor of 2 difference?
