Task Manager in XP is messed up

My Task Manager has all of the sudden become broken. When I hit ctrl+alt+delete it comes up, but it is missing the tabs, menubar, and title bar. I can only close it by hitting esc. I ran antivir and ad-aware on my computer last night and they didn't find anything. How can I fix this and what caused it?
 
I am not at home, but I just tried that on a W2K machine here at work and that works. I never new you could do that. Thanks.
