Task manager has been disabled by Admin

Morning all, and Merry Christmas.
It seems I've acquired a virus or worm.
The first thing I noticed was my system running slow, so I pressed Ctrl,Alt,Del,
"POP UP" TASK MANAGER HAS BEEN DISABLED BY ADMINISTRATOR.
At this point I run CA, it tells me there is a worm and a couple of other things.
But I can't do anything with the computer.
I shut down.
Try to start back up again.
Can't get into safe mode,
Can't get into safe mode with networking,
Can't get into lat known good configuration.
ETC.

I've taken my hard drive out, replaced it with a clean HD.
Installed the OS, "WinXP Pro"
Installed CA again.
I put the old HD into an external HD case, and ran a virus scan. it doesn't find a thing.

The files that looked corrupt to me are
Worm.Win32.Netsky
Winupdate86.exe
Onadikuji.dll",E
Yipehuyu.dll

What would I be looking for.
It appears I can access the hard drive for my needed info.
But I really would like to put this thing back in.

Any and all help would be greatly appreciated.

Download/Run Malwarebytes. If you have trouble starting the program, rename the .exe. If that still doesn't work, try Super Anti Spyware - there's a section for specific fixes and restoring the task manager is one of them.
