Sheriff’s Office generates lists of people it considers likely to break the law, based on arrest histories, unspecified intelligence and arbitrary decisions by police analysts.

This one should make people furious

What did you expect them to do? Actually address the issues and fix the problems that lead to crime? Where is the money in that?

"If you do not find a remedy to these evils it is a vain thing to boast of your severity in punishing theft, which, though it may have the appearance of justice, yet in itself is neither just nor convenient; for if you suffer your people to be ill-educated, and their manners to be corrupted from their infancy, and then punish them for those crimes to which their first education disposed them, what else is to be concluded from this but that you first make thieves and then punish them?" In my opinion:

All authoritarianism is based on a need for conformity. When behavior is instilled into a person from childhood based on the terror of being caught deviating from whatever nonsense standard of morality ones guardians insist on, the result is rage at the injustice of being forced into a box or repressed rage when rage is met with more and more violence.

All of this gets repeated in life thereafter, where those subjected to it become either rebels or Stockholm sycophants. The police department is a natural for those with Stockholm syndrome as it gives them a place to practice their art. And all of it will come with a perfectly natural assumption they are doing the right thing. If they can make people conform, they will be safe from abusers like them. The only problem is that we create what we fear, in this case miscreants.

Minority Report is here already?

In April 2054, Washington, DC's prototype PreCrime police department stops murderers before they act, reducing the murder rate to zero percent. Murders are predicted using specialized mutated humans, called "Precogs", who "previsualize" crimes by receiving visions of the future. Would-be murderers are imprisoned in a benevolent virtual reality. The federal government is on the verge of adopting the controversial program nationwide.

Yet he keeps getting re-elected:
Chris Nocco is the Sheriff of Pasco County, a position he has held since former Florida Governor Rick Scott appointed him in 2011. He was elected to the position in 2012 and re-elected in 2016.
Apparently again in 2020

Well to be fair, you gotta let the rotten apple ruin the whole bunch before you decide to do anything, right? Isn't that how the saying goes? At least based on cops' understanding of it it seems to be.
