Tape covering heatsink vent on refurbished 1060

Just got my refurbished EVGA 1060 SC from Newegg and noticed a pretty confounding difference compared to the new model... There's tape covering the cooler right where heat vents out:

Can anyone explain what's going on here? What function could this possibly serve, other than to impede airflow?

Why would this only be on the refurbished model? I thought they were supposed to be identical.

I feel like that would massively impede air extraction from within the heat sink, and would definitely remove it. Unless there's something funky going on that I don't understand, that is.
 
I know, right? It's like they want the refurbished model to fail. Like they think it would drive people to buy the brand new version next time. Would a company really sabotage their own product like this?
 
Other than the "toasty caps" possibility, I'd say it could be a manufacturing defect (the "take off the tape guy" didn't take off the tape). But then again, why would tape be put there on raw heatsinks?

WTF this is really extremely strange.
I would contact EVGA to try to get some information there.

It might be far fetched, but maybe this was some type of test card where "they" (EVGA?) covered the vents for seeing how much heat a card generates without adequate venting. Otherwise I am lost why this should be there.
