Does anybody know who is responsible for creating, funding, arming and encouraging Taliban in 80's??

That would be the United States Central Intelligence Agency during the Soviet invasion of Afghanistan in the 1980s.

I believe that the CIA pumped near $500 mil per year into supplies and training of the mujahedin, while at the same time selecting the best and brightest for special training and sponsorship.

The ironic aspect of this is that bin Ladin's faction was at the time one of the seven major mujahedin factions, with himself as the leader of that faction.

It is still sad to know that the CIA funded bin Ladin in the 80s when his own net worth was over $350 mil at that time.

The CIA continued funding after the retreat of the Soviet troops and helped to set up the Talisban and select who would be in power...
