That's a pretty sketchy report.
Though I can imagine him being "arrested" and held in a state capital or a children's school in order to protect him from being bombed.
Of course, that host country would be just showing they support and protect him.

he just sent a TV broadcast this afternoon denying involvement (yeah, sure) so I would say the report of him under arrest is untrue
