I suppose you can imagine that "those who give you pain" are seeds. Without a guiding hand they could grow into the fruit of dischord, meaning that if you don't do anything about them those people will continue to be your enemies.
"Replant them into a harvest of security" means, don't let those present or potential enemies continue to exist in your life. Make peace with them. Security is living without enemies.
