Thats what the KMT wants everyone to believe

People at the KMT party are sending out text messages and a blizzard of e-mail messages saying, don't watch TV, it's all propaganda. They are sending out blanket e-mails to journalists, saying the whole attempt looked very fishy. A lot of them think the assassination was staged ? a last-minute election ploy to gain sympathy votes. The DPP is holding press conferences trying to refute this. The assailants could be any number of people. Some sources suggest the shooters may have been motivated by a private, personal vendetta.

Personally, i don't think it was a setup. If it was a setup by the president, he would have had Annette Lu killed, everyone hates her. What better way to draw sympathy votes and get rid of an annoying pest? By surviving an assassination attempt with only a wound while your VP dies.

It does sound like a set up. After JFK any president that is riding around in a converitable is just begging to get capped.
