my old laptop was a netbook (11.6") and 5+ yrs old.
just bought another laptop (Intel i3). put in a ssd and installed Win7.
both are 1366×768 resolution.

I realize now that I want more vertical space so I don't have to scroll down as much.
plus an i3 is overkill just to surf the web, use simple Word/Excel and watch movies.

im assuming that any cheap 1080p (vertical) tablet with keyboard made in 2016 or later can surf the web and do light word processing and spreadsheet.

How different are Tablet OS vs Win7?

You can choose between Android with Google apps, Apple iPad with iTunes store apps, and Windows 10

Windows 10 is a lot like Windows 7 of course, and will run "real" Office and let you use a mouse. It's the exact same Windows 10 as for a desktop PC except it's probably the 32-bit version.

The $100 or so Windows 10 tablets have Atom processors, 2 GB RAM, and a 32 GB cheap / slow SSD. They should be fine for light web surfing but Google Chrome is a memory hog so it will stall if you try to have 10 tabs open.

You should look at the tablet in person if possible since a cheap tablet means a cheap screen.

I used to have a Dell Venue Pro 8 64GB with Win 10 before I dropped it and broke the screen. Coupled with a Dell bluetooth keyboard and a case with integrated stand, it was my go to travel computer. Worked flawlessly for light office work, emails and web browsing. I then purchased a Microsoft Surface 3 which was perfect. I sometimes used it in portrait mode when working on Word documents using my bluetooth keyboard. I recently sold it to get a new Surface Pro (even though I really did not need it and the Surface 3 was fine...).
If 10" is large enough for your needs, I would recommend the Surface 3, you can get it refurbished for a very good price, get the 128GB with 4GB of RAM and a Bluetooth keyboard instead of a typecover.
