Tabbing Order, Flash, and Section 508

Hopefully one of you has an answer for this. I am designing a new website for a college and I put a little 14k flash movie in it to make it a little bit more "flashy" (no pun intended). It works well and page looks good except for that fact that it stops the tabbing order. Section 508 requires that a user be able to tab through the page using the keyboard or similair device. Does anybody know how to fix this? Thanks in advance.
