OK I'll take a look at RMClock.
Myocardia, I examined the CPU Multiplier and CPU FSB changes a bit closer, and it seems whatever it changes to, it always turns out to be about 2.2GHz (ex. idle = CPU Mult. 16, CPU FSB 137.15 / with some usage = CPU Mult. 6, CPU FSB 365.72).

I downloaded RMClock, and according to its "CPU Info", my CPU is throttling fine. It slows to about 800MHz at idle. So I guess EVEREST is bugged or something?
I found the option for EIST; its checked, but the option is greyed out. As for C1E (Enable Enh. Halt?), its unchecked. I havn't checked it yet, since I don't know what it is. :/
Also, under Intel Core 2 family advanced features, for "CPU type selection", DESKTOP is selected. The other options are Auto-Detect and Mobile. Should I change this?
