I haven't been able to find anything on this subject matter, but from reading the Intel whitepapers it seems that the Merom processors with 667MHz FSB have only 2 states, one maximum speed and another one @ 1GHz (166*6)? Are any intermediate P-states available (say, 166*10 or 166*7)?

I'm thinking about undervolting the processor to squeeze some more battery life out of my Macbook, that's why I'm asking.

I would just let the CPU manages itself. Undervoltage can lead to system instability. Also, aren't newer Intel mobile processors supposed to have Speedstep technology. Check to see if it's enable in the Bios.
