T-mobile - question about bill

I checked my bill for last month and there's the standard $39.99 per month and then under "LOCAL AIRTIME, LONG DISTANCE and INTERNATIONAL CHARGES" there's an additional $50...and this month there's $10.

Is that because I went over the allotted minutes for my plan?
