T-Mobile Downgrading Service Plan?

I spoke to a CSR from a Cell Phone shop not a TMobile place but Supposedly they are TMobile Authorized dealer. I want to get the Samsung S105 phone but dont want to pay the 200 for the phone. He said I could get the Phone for free if I sign up for the 40 dollar plan but me not using the phone 24/7 like some people I dont need all those minutes and only need the 29 a month plan. He told me I can sign up with the $40/mo plan then in 4 Months downgrade it to whatever plan I want and still keep the phone, I'm not sure if he was being honest with me or just telling me whatever to Sell me the phone. Has anyone downgraded a plan before?
 
ya u can do that, just wait till u get the rebate first. But I decided to keep the $40 plan cuz w/o unlimited nite minutes I go over the 300 mins for the $30 plan
 
I thought about getting it through amazon but I would rather get the phone for $50 out the door then get a 50MIR cuz amazon its a $200 MIR.
