T-mobile customer service problem

I was trying to cancel my phone at 10PM PST, and my billing cycle is ended today. I hold for 15min and the cs answer the phone, I said I want to cancel it, then as usual, he said he can send me a cheap phone for free with 1 year contract. Then I told him I still want to cancel it, then he said I will get a bill for 1 day at next month 'cos it is base on EST, I asked where are their location? he answered central, I said I hold 15min, and the time is 10:02PM now and 12:02 Central, then he said their computer is down so they can't cancel it until tomorrow, so I still get a bill for 1 day. I asked for the manager, the manager said I suppose have a written notice to cancel it in 30 days advance and they are doing a big favor for me to bill me just one day. . I am sure I will not going to use tmobile because this conversation, I thought cingular is terribe, but tmobile is even worst.
Do anyone have this kind of problem when you cancel it?
Is there anywhere in the contract required 30 days written notice to cancel?
