T--Bird damage?

I replaced the hsf on my 900Mhz T-bird .When I removed the old hsf I noticed that The blue coating on the die has came off (presumably due to the extreme heat of the cpu.

My question is,will this cause any damage to my CPU or should I return it before it blows up???

I have also read that if you remove the 4 thermal pads from the corners of the cpu this could reduce the temperature of the processor,Is this true or should I just leave them "as is"?
