Systemic racism: What is it? Does it exist in the United States?

2 questions. What is systemic racism? I don't mean a dictionary or Wiki definition. I want to know what do you think it means. An example of systemic racism is acceptable as a definition.

Second question does it exist in the United States today?

I'm looking for clarification from people. So far every member of the Trump administration had denied systemic racism exists today. I have yet to see a reporter follow-up with, "how to you define systemic racism?". By defining it we know people are talking about the same thing.

I'll go first. Over time, setting up a given system whereby blacks are disadvantaged. Going forward an overt action isn't necessarily required for the disadvantages to continue. My example of this is the racial gerrymandering attempted by Republicans in VA and NC. They were busted in the courts. If that happened, going forward the black vote would have been diluted and Republicans need not take additional actions for that to continue. An act of racism isn't necessarily systematic.

Another example was the Amy Cooper incident in Central Park. She knew to use the threat of calling police with a made up story of a scary black man trying to kill her. She knows enough there are inherent assumptions of guilt of black men in police departments and she tried to use Christian's blackness against him. This incident IMO shows system racism exists today.

Let's see what other definitions and examples people come up with. This way we have a point of reference and people can't hide behind vagueries.

At the beginning of the book, the word "equal" really means what we think it should mean -- that everybody will truly be treated the same.
By the time the story ends, however, "equal" means something completely different. As the saying goes, by that time we have found out that some animals are "more equal" than others. This is clearly not the same meaning as the word had at the beginning.

Instead, "equal" now seems to just be a kind of propaganda term -- a word whose real meaning has been taken away and replaced with another. It is just a word that is meant to make the animals feel some way (like they really are equal). This, to me, is sort of like how people in the Soviet Union called each other "comrade" to show they were all equal when they really weren't.

The most obvious example of the change is how the pigs get everything. This leads to the change in the slogan from all animals being equal to some animals being more equal. Both of these are examples of the change.

It’s kind of amazing that you took the alteration of a definition that shows how the old definition aided a false perception of equality and decided it wasn’t the old definition that was Orwellian, but the new.

Idiots like you don't even want to discuss the issue of racism, systemic or otherwise so your response is meaningless. When was the last time any Republican tried to lead a discussion on race?

Even now you have no desire to discuss the subject you just want to rag on a college graduate attempting to enact meaningful change.

Systemic racism are differences in our social institutions which inherently disadvantage people based on race. These differences may be the product of intention such as discriminatory practices on housing availability and allocation of city resources to discriminate against neighborhoods of color creating a lasting difference in wealth and infrastructure, etc. even though explicit discriminatory practices may have ended. Or they may be unintentional, such as doctors and businesses choosing to open locations in areas where communities of color have less access. Of course it exists in America today.

Unfortunately, I have to include references because I believe in not talking out of my ass.
My interpretation generally follows that in the United States, systemic racism in current day generally aligns with structural racism. Historically and as recent as 20 years ago institutional racism was still ingrained in our laws but nowadays I think the institutional aspect is more "sneaky". Specific policies and practices that just so happen to only impact minority neighborhoods (everything from banking to voting to policing).
More common is Structural where the "institution" is our culture and beliefs. Where you don't need laws or policies to be racist. Its the cop pulling over a black guy for no reason. It's the Asian guy who refuses to hire blacks and discreetly nitpicks the crap our of resumes with black sounding names. It's the landlord who claims "they already have a renter and there are no vacancies". Its the white woman who waits for the next elevator when she sees a black man on it. It's the little assumption that all black people have "black handshakes, a missing father, a criminal record, like rap music and only work\attewnd school somewhere because of affirmative action or some bullshit."

includes the policies and practices entrenched in established institutions, which result in the exclusion or promotion of designated groups. It manifests itself in two ways:

  1. institutional racism: racial discrimination that derives from individuals carrying out the dictates of others who are prejudiced or of a prejudiced society
  2. structural racism: inequalities rooted in the system-wide operation of a society that excludes substantial numbers of members of particular groups from significant participation in major social institutions. (Henry & Tator, 2006, p. 352)
