System32\services.exe status code 128 shutting down.

Windows 2000 SP4, when I boot up into normal mode it pops up this box and gives me about a minutes before it shuts down. Does not matter if I'm connected to the internet or not. However if I boot up into safe mode with networking, I do not get this error. What can I do fo fix this besides reinstalling windows of course.
 
Hello everyone, ok well I don't specifically know what it was that was causing the problem but I did get it to stop. I disabled all unnecessary services that were using services.exe, then I used msconfig from an xp machine to disable all unnecessary startup items and rebooted and was no longer getting the error so it was some startup service or startup item that was causing it.
