System won't turn on

I built a system recently and it wouldn't turn on. I narrowed the problem down to the motherboard. I got a new MB today, and the system turned on. I formatted the HD and loaded winXP Pro, no problems, everything went fine and looked fine. The first time i went into windows, i noticed the display was screwed up, reminded me of a TV with the horizontal control messed up, the left side of the screen "wrapped" around so it appeared on the right side. I thought this was a little extreme for a driver issue, but i installed the drivers for the card (elsa Geforce256). Restarted, same problem. so i turned the computer off, took out the video card, noticed it felt warm, then put it back in. The system wouldn't turn on. I tried it with no video card, and also with a TNT2 board i have, still nothing. I moved the voltage switch on the PSU to 220 then back to 115 (this worked in a previous problem in a different computer) and tried again, still nothing. I tried the geforce256 in a different computer, and it worked, but the card now felt cool. i noticed that the fan on the chipset isn't working at all. Did the video card overheat in my system and somehow short out the motherboard? :disgust:

i doubt that
what kinda cooling you got on the vid card ??
what kinda cooling for the cpu ??
AGP vid card or PCI ??
i dunno i think yur figure this one out with some trouble shooting

stock fan on elsa geforce256. AGP board. Coolermaster fan (rated for up to 1.4ghz) on Duron 1Ghz

After leaving the system alone for 30-40 mintues, i came downstaris, tried it and it turned on fine (using my TNT2 board). I changed some settings, messed around for about 10 minutes. Turned off the system and put in a PCI sound card. Guess what.... won't turn on...sigh. Took the sound card back out, still nothing
