A few days ago my system decided to stop fully shutting down. It goes through shutdown and everything turns off except the system itself. I can hear the fans, hard drives, and video card turn off but it just sits there doing nothing. I have tried a system restore to see if it was from any recent updates but that did nothing. I have no idea if this is software or hardware but I just replaced the MB like 3 months ago and the RAM is only a few months old too.

System Specs:
C2D 2.13@3Ghz
4GB Crucial DDR2
Gigabyte P35-DS3R
ATI x1900xt
Vista Buisness

Your description makes it sound like the system fully shut down.

But I digress...I suspect that whatever is "not shut down" can be blamed on your PSU.

Also, did you do a recent update to the mobo's BIOS?

Ya it pretty much does fully shut down for the most part but the power LED stays on and the chasis fan and PSU fan stay on, I have to hold the power button for 4 seconds.

In that case, yeah, I suspect the PSU. Try shutting down with the case power button instead of the Start button...be sure to have that Windows configured to politely shutdown in that scenario...and see if that works. My guess is that it probably will work.

OK updated to F10 bios no help. Tried with power button, no go. Tried my other PSU without fully installing it just basic hookup...no go.

Completely confused what the issue is, must be some issue with Vista but I hadnt added any updates besides the recently released ones and I even rolled back with system restore which should have gotten rid of them.

The 2 that list their specs both list 4GB... I did recently add 2GB. I cant see why that would be the problem but I will give it a shot tommorow when I have time.

Did some simple googling, and hot damn...you're right. There are a lot of people with 4GB having problems with shut down on Vista. Doesn't seem to matter if the chipset is nVidia or Intel.

First thing to try: update .NET 2.0 and install 3.0.

Second thing to try: rip out 2 gigs, see if that works.

Here's something interesting that may solve the problem...

Nothing works besides taking out 2GB of RAM.... not worth it for me Ill manually turn it off when needed or just hibernate which does work :) But thanks for the 4GB fix that gave me another 500ish MB of RAM usage since it was only showing ~3.5.
