System wont shut down properly.

I am using WinXP and when I try to shutdown it goes through the shut down process but instead of the computer powering itself off or prompting me to turn it off it restarts and brings me back to the (ctrl+alt+del) login screen as if I restarted. I am positive that I am clicking the "Shut Down" option from the pulldown so is there a setting that I can adjust to automatically power my system off when shutting down?

There are so many reasons to what can cause the problem
that it would be to much for one thread.
