System won't shut down automatically..help!

I know there are some shutdown problems with WIN98, but sometimes my computer shuts down automatically when I want it to. Most of the time, I'll shut it down, and it'll just stay a black screen with a cursor blinking on the top left. I think its mocking me.

I'm taking that it's probably 2nd edition Win98, in which you can download a patch from Microsoft to fix this.
