System won't POST...

So, I come home from lunch today after the electricial was out this morning installing a new fuse box for my house and go to turn my system on and it won't post. No beeps, no post, nothing. So, I pack it up and take it back to work with me for giggles and starting screwing with it.

The first time I pulled the CMOS battery and tried I got the same problem. I did it again and it posted, said there had been a CMOS checksum error and it was going back to default settings. Ok, cool. I stopped messing with it for a bit and turned it off. Later, I come back and I've got the same problem all over again. I reset the CMOS and it posts with default settings so I go back in and set everything back to the OC'd speeds I had it before. Save and exit.... no post. Ok, reset the CMOS again, posts with default setting, set it at a very slight OC, save and exit..... no post. No, no matter what I do I can't get it to post at all.

This is a P4 2.53 on an Albatron 845PEV Pro mb. PSU is an Antec Smartpower 400 iirc. I've unplugged everything but the HD and CPU fan.

Any thoughts?

If it's nothing simple I'm probably just going to replace the CPU, Mobo, and PSU. This is as good of an excuse as any. Suggestions for what to upgrade to? Looking for a reasonably priced setup that will OC decently. Intel or AMD suggestions are welcome.
