System won't literally "cold " boot

This happens everytime. After this system has been off for a few hours, and I go to press the power button, it won't respond, beep, boot, reset...nothing. I have to unplug/plug-in the power cord at the wall, then immediately go to press the power button and it'll boot right up and run very stable...but that's no solution.

It just started doing this right after I replaced only the case (no not the PS). I double checked to see that all the mobo's LED, power switch, stand-by, and reset lines are connected properly, and they are.

This system has: ABIT BF-6, P3 700(o/c @ 840mhz), 128MB PC133 SDRAM, (1)16MB AGP, (1)HDD, (1)CDROM, (1)FDD, (1)sound card, (1)NIC, (3)80mm case fans, Win98SE, (new)Antec 600, (1yr. old)250W PS.

Any ideas...?
