System will not power up

I have a Epox 94PA + Ultra with AMD Athlon 64 35500, Corsair D400 512 x4, WD 250GB Sata II running Windows XP. This system has performed flawlessly for the past 10 months, until last week. Now when I push the front start button on the Antec Sonata case I does not power up,BUT if I unplug it or turn the PSU main switch off for about 15 sec, then push the front start button it starts every time. Any ideas ? is it likely a power supply problem or motherboard? Thanks
