This 27gb folder is on my secondary drive. I'm using Vista. I tried turning off System Restore and rebooting, but it didn't shrink. What can I do to reclaim some of that space? I didn't think I should just delete the whole folder. I think it is difficult to do that, anyway. What's in it?

Is that secondary drive a shared drive with another system? Volume restore points our per OS not drive, so you could have old restore points from other machines in there.
 
No, there is no other OS. Could be it was left over from another Windows I had on that drive. There is another folder by that name on the C: drive. Do you think I can format the secondary drive without harming the system? Remember this is Vista. Does Vista possibly have one per volume?
 
Thanks guys. I googled and found the answer.

vssadmin resize shadowstorage /For=E: /On=E: /MaxSize=6GB

resized it to 6GB.
