System very slow once network cable is plugged in

Hey Everyone,

My boss's computer is having a strange problem, and one that I can't think of a solution for off the top of my head. Essentially, if there is a network cable plugged in, it often takes about 5 seconds to switch from one program window to another. However, if you unplug the network cable, the switching between programs is instantaneous.

The first thought that came to mind was a cheap network card in the system that does no offloading whatsoever, but it is an onboard card with the 3Com 3C940 chip.

I've never seen a problem even remotely similar to this, so I don't even know where to start. Has anyone else encountered this before?

I installed Process Explorer, and the number of running processes is the same. Oddly, with Process Explorer running, this problem stopped occuring. My boss is using the computer again with Process Explorer still running, and no problems as of yet. I'll keep updating on the situation.
