System turns on when the light switch is flipped!

I recently helped a friend upgrade his machine from Windows 98 to XP. He loves the new OS, but every time he flicks his light switch on, the computer boots itself up! 😕 He installed some sort of "easy bios" - could this be what's causing the problem?

Any input would be very helpful, thanks in advance!

doh that might be it. But um, why would it matter if the outlet that the pc is plugged into is juiced? Doesn't the power supply tell the computer to stay off until someone hits the pretty little button?
 
There's usually a BIOS setting for something like "Restore after power loss." If it's set to "power on" or similar, the computer will boot up everytime it regains power after a failure, which in this case is when the light switch is flipped on.

A power glitch is all that is required to trigger a boot on some computers. I would suggest that the building has inadequate wiring, overloaded circuits, or bad(corroded) connections that are causing the problem.

I'm not so sure about this. The system acted this way when he had Win98!
