System Tray Icon Issue in XP Pro

When I hold my cursor over an icon (without clicking) in my system tray, the little description that appears is showing up BEHIND the blue Windows toolbar, obscuring the text. It has normally appeared over the top of the toolbar so that you can read the application description. Just started showing up behind it in the last day or two but I don't recall messing with any settings.

Any ideas why it's doing that or how to correct the problem?

Well I'll be damn! Thanks for the suggestion scottws. That took care of it. I always overthink everything and would have never guessed it was that simple of a fix. Much better now that I can see my network speed.
 
From what i understand this is a known bug(at least according to the experts at Microsoft Expert Zone newsgroup General Discussion) in XP and nobody knows of a fix. I have had this happen many times and sometimes unlocking the taskbar helps but not always. In fact it happened yesterday in the afternoon and later that evening with me doing nothing it fixed itself.
