I'm building a system with a new case and PSU. When I flip the the surge protector switch to on, the system boots up. When I close Windows, the system shuts down, and if I leave the surge protector on, it will turn on when I push the system power button. I've used two different Intel boards (which I'm not very familiar with) of two different vintages (ZX and 815EP) with the same result. Is the PSU (which doesn't have a kill switch) defective, e.g., letting too much juice through, is the system power switch defective (it works fine except when the surge protector is initially turned on), is this an issue with Intel boards, or is it something else?
