System slows down at times, crappy RAM?

I have a 550 Katmai ,WD 10gig HDD,SB live ,VooDoo 3 2000 and some 128mg generic PC100. At times the PC will slow down to a crawl. Not in games(there are no games loaded on it) but in work aplications, reading mail , just basic O/S stuff. it will also bog when loading web pages. We have Cable and a Intel 10/100 pro nic.

I have tried to turn up the FSB to 110 and it crapped out after about a day. this chip ran at 115 in my system for 2 months and I have some Corsair Ram so I know it's not the CPU.

could the less then shoddy ram be the culprit?

I figured the RAM might be the culprit as because if the PC is looking for info , first it goes to the L1 and then L2 cache, then the Ram and finally the HDD. So I figured if it was slowing down and we wern't getting a HDD "hit" it must be the RAM.
