System restore tab messed

I was an idiot and forgot to turn off system restore before hooking up a second drive to scan it. System restore is now fubar. I can't get into the tab in system properties to shut it off because it crashes. I looked in services, but it says to shut it off from the system properties and it just comes back if I try disabling it through services.

What other way can I turn off system restore?

edit: ok, I figured out how to turn it off w/ gpedit, but i still get a dll crash when trying to open the tab in system properties. any ideas?
