System Restore in XP - WTF

Everytime I try to delete something, it prevents me from doing so (i.e. Frontpage) - it says something is using it.

I delete the stuff in c:\windows\system32\restore and it comes back in a few seconds!

What do I need to kill to make it go away???

you can turn off restore completely!
look under system properties/system restore!

I did that before, i just forgot to mention it in my post.

It still restores stuff.

Its acting like Windows ME.

I remember just deleting restore and it wouldn't do this anymore, buit I think restore is now built into the Explorer.exe program.
