System Restore Help

On my neighbor's computer, I recently tried to system restore due to a problem he had. Windows did the system restore, but upon startup directly after this the computer would not fully boot up. I tried to reboot in safe mode, last known good configuration, and regular startup, yet none will fully bootup, so now im stuck. Any ideas on how to fix this, or should I just reinstall windows? Thanks

I wouldn't give up so soon. Use the CD to boot with and go to the Recovery Console.

Then, run a "chkdsk /p" (no quotes) at the command prompt once in the Recovery Console.

Type "exit" when chkdsk is finished. It will automatically reboot.
