System Restore BSOD Problems

I am trying to do a system restore on a computer. I can get booted up fine, but am greeted with a message asking me what I would like to open rstrui.exe(the system restore executable) with. If I click cancel I then get an error about mserg.exe not being found. Shortly after I get a BSOD. Any help would be appreciated. I can boot into safe mode just fine.

I finally managed to get it to boot up. Appears to be a virus, I removed a bunch of crap but I don't think I got everything. Right now I can't open IE without it asking to download iexplorer.exe, yet another virus. I can't run install files, or any other self executing .exe, I think some of the system files got messed up removing the viruses. Any advice on the internet explorer issue would be appreciated.

Run Malwarebytes' Anti-Malware in safe mode its pretty good for removing browser hijacks.

Okay, just realized I won't be able to install that because I can run virtually no .exe files. Any advice on repairing the system files?
