My friend wants to put his VHS movies onto DVD.
Wants to buy a new system 700-900 Canadien.Monitor included.

What priorities should be looked at first

cpu-duron/amd 1800-2500/celeron/p4 1.6-2.4?

256-512 ram?

video card or O/B?

Theres a variety of comupters in this price range (prebuilt).Just go for the quickest cpu with 512 ram?
 
I'd look for a fast p4 for the cpu since they're good for video encoding if he can afford it. Don't get a p4 1.6 willamette or something along that lines, it should be probably at least a "B" revision. Otherwise get an athlon. For video card you can get either a cheap one and use a tuner card or get something like an aiw.
