System reboots constantly and will not go into windows

I was trying to troubleshoot a computer for someone. It is an IBM with a celeron 900. They system gets to the windows xp loading screen and then it just starts over. It keeps going in a loop like this. I formated the hard drive and tried to reinstall windows. I got the same result. I then ran the powermax maxtor drive utility and it said the hd was fine. What do you think could be causing this? I also had an extra power supply. All that did since it had more power was cause the loop to go faster. Do you think something could be wrong with this motherboard?

Swap out the RAM? Probabely hardware, but it still could be just about anything still. Remove all un-needed cards and try again.
