System powers off shortly after turning it on

I'm not sure what's going on, and it's frustrating. I mistakenly thought it would just work when I turned it on, so hooked up everything, and alas, no go. SO... I've yanked and turned off everything but these components:

Here's what I've got:

NEW/UNTESTED:
500W power supply
ABIT AI7 motherboard
Intel P4 3.2
1 stick (but I have 2) Corsair 512MB DDR400

OLD/TESTED:
I have a NVIDIA 6800 from another machine as well.

If I yank the video card, I get the 1 long beep, 2 short beeps and the PC turns off a few seconds later. If I leave the video card, I get no beeps, but the PC turns off a few seconds later. I've tried reseating the memory, reseating the graphic card, and adjusting the heatsink. What could be causing this? I would suspect a faulty M/B, but not sure. I'm not a whiz, but I usually know what I'm doing. Any help?

The second-to-last photo on this page is linked to a video clip of vegetto latching down a Pentium4 heatsink, that might help. 🙂 The freebie power supply that comes with a cheap case is often the root cause of troubleshooting requests around here, so you might have to ante up for a decent aftermarket power supply in the end.
