System Partition low on space mean slower speed?

So if a hard drive doesn't have much space left, I hear it slows down. But what about a partition running out of space? My System partition has about 8GB/100 GB left. But my HDD is still only about 50% full. Will the partition's performance be affected?

For HDs ? Not per se.
Running low on space won't cause slowdowns.
Having a very fragmented drive can cause slowdowns.
Having data on the slowest part of the platter causes slowdowns, but, that is because of physics.

I think you should have at least 10% empty space (or at least 5GB, better 10GB) on the system partition. Sometimes Windows need space to write various temp files.

Deleting and creating files frequently on near full filesystem is more likely to cause fragmentation and the scheduled background defragment process in Windows probably fails due to insufficient workspace, so the fragmentation stays.
