System not booting

I assembled a new system a few days ago that's in the sig below but up until now I didn't have any time to game on it so I put just one card, today I wanted to finally game on it and put it in the case after testing if everything works but it doesn't, it doesn't even boot with two cards, the PSU fan make a few rotations and that's it. I also put a radeon in the another PCI-E slot and it booted just fine, it also properly detected the card. The second Titan is OK because I can change one for the other and it works but it doesn't with two. What can be the problem, it would seems PSU is unable to handle it but it seems impossible it worked just fine with 4 6970 cards and an overclocked system and full of additional stuff that's just not there jet, I only connected a single fan and two SSDs in Raid for Windows and that's it, it sips power. Any ideas?
