"System interrupts" taking 70%+ of CPU during boot

I have a PC with Windows 10 and, a few days form now, OS startup has been slow because of the "System interrupts" process.

Basically, when Windows starts, the mouse/keyboard responses get REALLY slow for a few (10? 15?) seconds, and if I check the task manager, it shows that said process is taking about 70% of the CPU. A few moments on, the process disappears from the list and I can proceed in using my computer normally.

The thing is: it is causing me to have to wait to be able to use the computer, wheres I was able to promptly use it as soon as the system started. I can't find an apparent reason or software change that could have caused it.

My build is:

Windows 10 Pro 64-bit
Intel i5-4690K
Gygabyte GTX 970 Windforce
Z97X-UD3H-BK
8 GB (2x4) G.SKILL Ripjaws @ 1866 MHz
Samsung 840 EVO 250 GB
1 TB Seagate Barracuda
 
That used to happen with the ATI HD2400 AGP video card in XP. Apparently, the HDMI audio controller didn't start disabled from a hardware reset, so the IRQ line was "flapping", and triggering a slew of interrupts, which caused the host PC to nearly hang when the card was installed, until the driver got installed, which would properly disable the HDMI audio controller so it wouldn't generate an interrupt stream.

Do you have any devices that don't have drivers in Device Manager?

No, every device has their driver installed. That is true, too, to peripherials such as my Razer Naga 2014.
