System Idle Process using between 74 - 90 CPU, yet not CPU usage

System Idle Process is normal, and it's supposed to show CPU usage for any part of the CPU that's not being utilized. You should take it as a bigger indication of a problem that it's NOT hovering around 97-99%. that means that you do have a virus or something if nothing else is running. Idealy, the SIP is supposed to be at 99%.

I see, thank you. The lag I appear to be noticeing must just be my imagination.

Go into task manager and see what is running.

Go into MSCONFIG/startup and see what starts up when you boot the system. Start unticking some boxes..... Just the ones that aren't necessary at startup.

well, no, not necessarily. The fact that SIP ISN'T close to 99% means something else is running. see what else is taking up CPU time besides SIP.
