System Idle Process under Win2k?

What is the System Idle Process? It keeps fluctuating from 0 to 99 in the CPU column under Windows Task Manager. Infact it switches between that and Sysytem.

Can someone help me out?

The System Idle Process is the amount of time the system has spent doing nothing.

in other words:

A single thread per processor that accounts for idle processor time. It should account for the majority of processor time
 
Ok, it must have been a program that was still in the memory. Some reason the CPU graph kept going from 0 to 99. I restarted the computer and it doesn't do it anymore.
