System Idle Process at 98 CPU

In the process tab it shows that
but the CPU usage... it says 2%

If the Idle proccess detects 98% of non-utilization, the logical CPU usage would be 2%.

System idle process isn't a process. It's how much of your CPU is idle.

100 - 2 = 98
