System Halting at Bootup, Help!

Just built a new PC.

On bootup I'm getting this message:

"Initialize Plug and Play Cards"
"PNP Init Complete"

It's right after the memory test. And it stops it from booting (can still access BIOS at this point). However, if I restart (or CNTL-ALT-DELETE), it boots up just fine. It's only the FIRST time I turn it on that it does that. Rebooting doesn't give that error.

Any idea how to fix this? Award BIOS ASUS MB.
 
We need more info, does it stop booting after Windows, or does it not make it past POST or what? Does it have any beep codes at all?

Might wanna try running MemTest86 if the comp will boot.
