system for terrain modelling

hi,

purpose - i m doing a build for a GIS (geographic information system).
the computer will be used for 3d terrain modeling.
software which will be used are:
arcGIS
mapinfo
mapBASIC
visualDBASE
Autocad
ER mapper
photoshop

budget - the budget is in a different currency than us$, around $500.

location - build and parts will be purchased and conducted in indonesia.

brand - any brand which gives the best performance for money. looking at the budget, it seems that a mid to low budget system seems to favor amd specs.

parts - system will be built from scratch.

research - i reviewed all the software's system requirements from their websites. the spec which i proposed is within their requirement and certification. i also found out that most of the application which will be used are not optimized for multi core, with prolly the exception of photoshop. but since the system will be rendering 3d models and running other heavy apps, maybe a quad core can balance the load better than a dual. i also posted on the autodesk hardware discussion forum, but it s very quiet in there.

speed - really tempting to oc, but the build is for someone else running a quite critical system, maybe reliability and durability is more favorable than additional performance in this case.

screen - i do not have information on this, but presume it will be 1920 x 1080.

timeframe - system needs to be delivered this friday 23 apr 2010

additional notes - the previous system which they used was a p4 platform running at 3ghz. i would like to be able to deliver a system which they will be able to feel a noticeable improvement.
